Keighley Social Centre for the Blind will remain closed for at least four weeks following storm damage.
There is no safe access to the Scott Street building due to scaffolding around the entrance.
Voluntary groups which regularly use the building cannot return until repairs are complete.
Even the centre's own social group for blind people has been cancelled for the time being.
The Talking Newspaper for the Blind will continue, with one person recording the weekly tapes.
The centre was shut last month after the top of the outer gable-end wall fell off during a storm.
The building was last week assessed by a structural engineer in the hope activities could resume.
Kevin Baldwin, pictured, chief executive of Keighley and District Association for the Blind, said scaffolding had now been put up. He said: "The building is safe in essence, unfortunately, it's still a health and safety issue.
"It's not easy for people to get in and out of the building. There are poles across the ramp."
Mr Baldwin said numbers were traditionally low at this time of year.
Although the association's library and equipment shop was closed, its office - which fronts on to nearby Albert Street - was still open.
