A recommendation to refuse plans for a covered horse riding area for disabled children has been called an "absolute scandal".

Haworth, Cross Roads and Stanbury parish councillor, Barry Thorne, added the Bradford Council planning officer decision might even contravene the Disability Discrimination Act.

Cllr Thorne was speaking at last night's meeting of the Keighley Town Council.

Cllr Thorne reminded members of how the Haworth Riding for the Disabled group, had last year applied for the covered space at its stables in Vale Mill Lane, Cross Roads.

He noted the group was currently unable to offer its therapeutic service during the winter months.

He said there was so much local support for its proposal, the Haworth parish council had even submitted the planning application on behalf of the group.

However, planning officers say the application should be turned down. Their argument is due to be considered by next Thursday's (March 13) meeting of the Keighley Area Planning Panel.

The officers state the development would make too much of an impact on green belt land, adding: "There are no very special circumstances to justify a departure from green belt policy."

However, Cllr Thorne, who is also an activities officer for the Bradford Disability Sport and Leisure Association, condemned the move.

"There are 90 riders who use this facility and there is no other riding for the disabled group in the Bradford district," he said.

"I was shocked to hear this application is being recommended for refusal. It's an absolute scandal.

"I hope the people of Keighley say we support these disabled riders and don't want them discriminated against'".

Keighley Mayor, Cllr Brian Hudson, agreed with Cllr Thorne, describing the planning officer recommendation as "disgraceful".
