Town Mayor Cllr Brian Hudson said some of the groups applying to Keighley Town Council for financial help "need to get their act together".
He said certain organisations whose grant applications had been turned down protested that other community groups had been given cash.
Cllr Hudson, pictured, said people should not expect the town council to dole out money to them on this basis.
He said each group needed to put together a proper funding application and make a decent case for why they really deserved the cash.
The Bradford Disability Sport and Leisure Association will receive a £1,000 grant from the town council for this financial year.
Councillors voted in favour of the sponsorship and also agreed to review the idea of giving further funding to the group for another three years.
The association has been helping disabled people in Keighley and Bradford participate in sport since it was first set up in 1985.
This year it is opening a sports academy for people with disabilities who live in the district.
